Basic system monitoring consumes a premium license

I
added a windows server for monitoring, and it is consuming a premium monitor
license. As per my understanding Operating System monitoring components should consume only basic license. Any ideas?

This scenario may happen when all the available basic monitoring licenses are utilized, but premium monitoring license is available to add.
